Why did the liberal President Carter prohibited federal employee unions to colective bargain?

He ped a law in 1981 forbidding federal unions to collective bargain for wages or benefits. Isn't this what Walker wants to do at the state level? I am confused---I thought carter was reveered by the libs,what happened?
