How can I seduce my neighbor?

I just recently moved back home with my parents because I broke up with my ex and to go back to school. A new guy moved in next door while I was away and I am really infatuated with him. He does have a girlfriend that lived a few hours away but they hardly see each other. I'm 28 and he is 35. I know this sounds really juvenile but how can I get him to notice me? I just got out of a 6 year relationship and I am feeling a little out of the loop on and flirting.
