Cheater or Wack Job? You Be the Judge?

Last June Frank broke up with me by just cutting off contact with no explanation. He lived about an hour away so it had been a long distance relationship. I had questions that he possibly may have been with someone else since I'd never been to his home, he always came to mine. Anyway, he reappeared about a month ago wanting to get back together. I have a boyfriend but we're not exclusive, so I told him we could go on a date. We were supposed to get together today. We made these plans weeks ago and he called me to confirm them on Thursday. All along I had been telling him not to expect because my boyfriend specifically asked me not to have with anyone else. So, today I texted him to ask him what time he was coming up. No answer. Two hours later I called him and left him a message telling him i'm okay if he changed his mind about coming up, but please tell me either way. No answer. I finally sent him a message telling him he's immature, inconsiderate and rude. Since he came back on the scene he'd been begging me for another chance, saying that he loves me and he made a huge mistake...and now he turns around and does exactly he did before with no explanation. Now, does anyone have an explanation? This is what I think the explanation could be 1) He was only after and didn't want to bother since he knew it wasn't happening 2)He has a live in gf and/or his married, and thought he could get away today but couldn't 3)He's just crazy. I'm curious to see if I'll hear from him again and what stupid excuse he could possibly give.
